Knesset Members' Immunity, Rights and Duties Bill (Amendment No. 46) (Security for a Knesset Member Abroad), 5786-2025

The bill expands the authority of the Knesset Sergeant-at-Arms to ensure the safety of Knesset members abroad. Henceforth, the Sergeant-at-Arms may task a security guard with performing "coordinated security operations" in the country to which a Knesset member is traveling in the course of their duties. For coordinated security operations to be carried out, several conditions must be met: there are threats against the Knesset member as defined in security procedures abroad; a security agency (ISA, Mossad, or MALMAB) has confirmed the existence of these threats in an opinion; the Sergeant-at-Arms has coordinated in advance with the destination country via the Ministry of Foreign Affairs; the security operations are commensurate with security needs, the purpose of the trip, and its importance to the performance of the Knesset member's duties; and the Knesset member is not being secured by another entity. Additionally, the Sergeant-at-Arms may order the provision of protective equipment to a Knesset member eligible for coordinated security operations. The bill also defines the terms "coordinated security operations" and "security procedures abroad," and stipulates that a security guard performing such operations must meet the eligibility and training requirements established in these procedures. The procedures will be determined by the security agencies in cooperation with the Sergeant-at-Arms. The amendment is intended to ensure the safety of Knesset members abroad, particularly during the current war, and is subject to the allocated budget.
