Powers for Maintaining Public Security Bill (Amendment - Regulation of Security Patrols in Local Authorities), 5786-2025

The proposed bill aims to regulate the operation of municipal security systems by local authorities to enhance personal security and public order. The bill will allow the Minister of National Security, in consultation with the Police Commissioner, to determine by order that a local security system shall operate in a local authority if convinced it is necessary for maintaining public security against crime or hostile terrorist activity. The Minister will establish by procedure the conditions for the establishment and operation of a local security system, as well as the conditions for terminating its activity. This procedure will be published on the Ministry of National Security website. A local security system will be established by order after the local authority meets the established conditions. The head of the authority will appoint a security officer from among the permanent employees of the authority, who will be a qualified officer. This officer will be responsible for performing security duties and will serve as the commander of the local security system. The local security system will operate in accordance with police guidelines. The qualified officer may provide professional instructions regarding security operations, including instructions on how to exercise powers, the location of the security system's activity within the local authority's territory, and the control and execution of the activity. The officer will report on the fulfillment of their duties. A qualified security guard in the local security system will be authorized, for the purpose of fulfilling their duties, to demand that any person in the public space where the system operates present an identity card or other official document proving their identity, if there is reasonable suspicion that they are a foreign resident staying in Israel illegally or that they are residing in Israel illegally. The security guard will document their actions. The bill amends the existing law regarding the eligibility conditions for security guards. Among other things, the approval required from an "authorized physician" regarding the medical fitness of a security guard who is not a public employee is removed, and it is determined that the approval will be given by another medical entity to allow more security guards to receive the required approval without waiting for an occupational physician. Furthermore, the condition that a security guard who is not a public employee must present proof of military service is removed. Additionally, it is determined that the minimum age for employing a security guard in a local enforcement system will be 21 years.
