Bill on Powers for the Prevention of Offenses Committed via Internet Sites (Amendment - Prevention of Payment Instrument Fraud), 5786-2025

It is proposed to amend the existing law concerning powers to prevent offenses committed via internet sites. The amendment is intended to address the rise in financial fraud, specifically "phishing" scams. These scams occur when an attacker impersonates a recognized financial entity and sends messages (such as email) containing a link to an internet site that appears identical to the original site. The victim, led to believe they are interacting with the recognized entity, is directed to the fraudulent site, where they are asked to provide personal and sensitive details such as bank account passwords or credit card information. These details allow the attacker to steal funds or conduct transactions. The proposed change is to add authority for courts to order the removal of internet sites or restrict access to them when such sites are used to obtain payment instruments without their owners' consent, or to use them fraudulently. This authority will allow for blocking public access to fraudulent sites, thereby significantly reducing the damage caused by these scams. The purpose of the amendment is to enable more effective and rapid prevention of fraud channels and to protect the public, particularly populations that are more digitally vulnerable.
