Bill for the Revocation of Benefits from Senior Officials in the Security Establishment, 5785-2025

This bill stipulates that the authorized minister, being the Prime Minister, the Minister of Defense, or the Minister of Interior and Home Front Defense, as the case may be, may revoke benefits from senior officials in the security establishment. A senior official is defined as someone who has served or is serving at the rank of Major General or higher, or an equivalent rank in the Mossad or the ISA. The authorized minister may revoke these benefits if the senior official encouraged or called for refusal to serve in the IDF, called for sedition, acted to cease support for the State of Israel by other countries, acted to cease volunteering, called for the imposition of sanctions on the State of Israel by other countries, or libeled the security branches of the State of Israel or Israeli citizens. The benefits that may be revoked include demotion, revocation of pension, and the revocation of other benefits granted to veterans of the security establishment. The authorized minister is permitted to enact regulations for the implementation of the law. The explanatory notes to the bill state that it is intended to address the phenomenon of former senior officials who exploit their rank and status to exert pressure on the government, call for refusal to serve and sedition, and disseminate messages that harm Israel's security. The purpose of the law is to draw a minimum red line to ensure that senior officials in the security establishment, who benefit from many years of investment of resources and development, do not harm Israel's security and resilience.
