Planning and Building Bill (Amendment No. 116) (Amendment - Repeal of the Law), 5785-2024

This bill seeks to repeal the amendment to the Planning and Building Law enacted in 2017. The 2017 amendment granted planning and building inspectors broad powers, including the imposition of high fines and the issuance of administrative demolition orders. The sponsors of the current bill argue that the 2017 amendment was born out of discrimination and racism and harms Arab and Druze populations, as planning and building issues in these localities were neglected for many years. They believe that the state ignored the need to regulate master plans in these localities and that the 2017 amendment was intended to restrict these populations. The current bill, if passed, would revoke the broad powers granted to inspectors in the 2017 amendment. Its goal is to bring about full regulation of planning and building in Arab and Druze localities, thereby correcting a historical injustice. Similar bills have been submitted in the past by various MKs, and the current bill is identical to a proposal previously submitted and reviewed by the Knesset Legal Department.
