Bill for Assistance to Students Serving in the Reserves (Temporary Order - Iron Swords), 5784-2023

The law establishes assistance for students serving in the reserves during the war. Students serving in the reserves may choose one of the following options: defer the course to the next semester at no additional cost, or take a concentrated or online course. They may convert a course grade to a pass grade, or take an oral exam instead of a written one. Higher education institutions will assist students serving in the reserves in completing the study material through tutoring, additional materials, or guidance. The Council for Higher Education will set rules for the implementation of these provisions, including types of courses in which a grade cannot be converted or that cannot be taken online. The Council for Higher Education may reduce funding to institutions that do not comply with the provisions. Students serving in the reserves will be entitled to a scholarship in uniform amounts, in accordance with rules to be set by the Council in consultation with the Minister of Education. The Minister of Education may prioritize the granting of scholarships to students with a specific socio-economic background. Sections 2 and 3 of the law will be in effect for three months from the date of the law's commencement. The Minister of Education, with the approval of the Knesset Education Committee, may extend the validity of these sections for an additional six months. The Minister of Education, with the consent of the Minister of Finance and the approval of the Knesset Education Committee, may extend the validity of section 3 for an additional six months.
