Bill to Freeze the Transfer of Funds to the Palestinian Authority During Wartime, During Significant Military Operations, and During a Special Situation on the Home Front (Legislative Amendments), 5784-2023

The bill stipulates that during wartime, a significant military operation in Judea and Samaria or the Gaza Strip, or a special situation on the home front due to an attack originating from these areas, the transfer of funds to the Palestinian Authority may be frozen. This freeze would apply to funds that Israel collects on behalf of the Palestinian Authority. The freeze may be implemented if the government decides to initiate a war or take significant military action, or if a special situation on the home front is declared. The freeze will end 90 days after the government notifies the Knesset Foreign Affairs and Defense Committee of the conclusion of the significant military operation, or upon the expiration of the declaration of a special situation on the home front, as applicable. The proposal refers to existing laws regarding the implementation of the Oslo Accords and adds new clauses to them that allow for the freeze. The explanatory notes to the proposal state that the Palestinian Authority uses the funds transferred to it for education toward hatred, incitement to terrorism, undermining the legitimacy of the State of Israel, pursuing it in international forums, and for payments of terror rewards.
