Execution Office Bill (Amendment - Suspension of Proceedings and Non-Initiation Against Released Prisoners), 5784-2023

A prisoner released from prison may request to stay execution proceedings against them for six months from the date of their release. To have the request approved, they must provide a guarantee. The registrar may stay the proceedings if convinced it is appropriate. The purpose of the law is to allow released prisoners to begin settling their debts and looking for work, instead of debts accumulating while they are in prison and making it difficult for them to integrate into society. The proposal is based on studies showing that debts hinder the rehabilitation of prisoners and lead to recidivism. According to a study, every prisoner who does not return to prison saves the economy approximately 3.1 million shekels.
