Bill for the Promotion of Construction in Preferred Complexes (Temporary Order) (Amendment No. 10) (Addition of a Representative of the Haredi Population to the Committee for Preferred Complexes), 5786-2026

The bill adds a representative of the Haredi population to the Committee for Preferred Complexes. This committee expedites the approval of large-scale construction plans. The proposal defines a "settlement of the Haredi population" as a settlement where at least 80% of educational institutions are Haredi institutions, as defined in the State Service Law. Additionally, it is proposed that one committee member among the heads of local authorities shall be the head of a local authority that is a settlement of the Haredi population. Currently, it is required that one committee member be the head of a local authority in an Arab, Druze, or Circassian settlement. The change is intended to address the specific planning needs of the Haredi population and its growing housing shortage.
