Chapter 25 (Miscellaneous) excluding sections 96(2) and 97 - Amendment to the Water Law and the Regulation of Services and Professions in the Motor Vehicle Industry Law from the Economic Plan Bill (Legislative Amendments for the Implementation of Economic Policy for the 2023 and 2024 Budget Years), 5783-2023

The law changes the way vehicles are imported for the government and the way prices for vehicle spare parts are determined. Regarding the import of vehicles for the government: previously, the Ministry of Finance had to approve the import of a vehicle for the government only if it was not manufactured by a direct importer, and only if there was a special need. Now, the Ministry of Finance, through the Government Procurement Administration, will be able to import vehicles directly, without the need for special approval, in order to save money and overcome existing limitations. This change will apply to vehicles intended for use by government units or government ministries. Regarding vehicle spare parts: currently, a vehicle importer is required to provide spare parts for the vehicle they import, as well as provide warranty and maintenance. The new law adds a section to the Regulation of Services and Professions in the Motor Vehicle Industry Law, which stipulates that the Ministry of Transport will publish a vehicle maintenance cost index. The index will be updated once a year and will include data on the ongoing costs of vehicle maintenance. Vehicle advertisements will include a reference to this index. The purpose of the change is to increase competition in the spare parts and maintenance market, provide information to consumers when purchasing a vehicle, and enable them to make more informed decisions regarding maintenance costs. This change will take effect on January 1, 2024.
