Animal Welfare (Protection of Animals) Bill (Amendment - Setting a Minimum Penalty for Animal Abuse), 5783-2023

This bill seeks to change the minimum penalty for animal abuse. Currently, the law stipulates a penalty of up to three years' imprisonment or a fine of up to 226,000 shekels. The bill seeks to extend the maximum prison sentence to four years and to eliminate the option of converting a prison sentence into a monetary fine, unless the court decides otherwise for special reasons to be recorded. The purpose of the change is to toughen the punishment for animal abuse and increase deterrence.
