Economic Efficiency Bill (Legislative Amendments to Achieve Budgetary Goals for the 2017 and 2018 Fiscal Years) (Amendment - Allocation of Funds to Local Authorities Adjacent to Ben Gurion Airport), 5783-2023

The law changes the way funds are allocated to local authorities adjacent to Ben Gurion Airport. Previously, the Economic Efficiency Law established a mechanism for distributing funds to these authorities based on two distribution circles. The first circle allocated at least 35% of the budget to specific authorities such as Lod, Or Yehuda, Modi'in, Hevel Lachish, Shoham, and Neve Monosson. The second circle allocated the remaining funds to all adjacent authorities according to rules to be determined by the Minister of the Interior and the Minister of Finance. The proposed amendment abolishes the first circle of distribution, so that all funds intended for authorities adjacent to the airport will be allocated according to the second circle only. This means that all adjacent authorities will receive funds according to uniform rules to be determined by the Minister of the Interior and the Minister of Finance, and there will no longer be preferential allocation to specific authorities as there was in the past.
