Planning and Building Bill (Amendment - Appropriate Representation for the Haredi Population in Planning Institutions), 5783-2022

This bill seeks to ensure appropriate representation of the Haredi population in planning institutions. It adds a clause to the Planning and Building Law stating that the composition of a planning institution shall provide appropriate expression for the representation of the Haredi population. To achieve this, it is proposed that ministers who appoint members to planning institutions shall prefer to appoint members of the Haredi population, as far as possible. The bill defines a "member of the Haredi population" as defined in the State Service (Appointments) Law. "Planning institution" is defined as any planning institution excluding a local committee. The explanatory notes to the proposal state that planning institutions are public bodies of great importance in the field of planning and construction, and that there is sometimes a lack of appropriate representation of the Haredi population in these bodies. This proposal is intended to address this deficiency and ensure that the needs of the Haredi population are taken into account during the planning stages.
